The Climate Crisis – a guide for local authorities on planning for climate change

The Royal Town Planning Institute and Town & Country Planning Association have published a new edition of their joint guidance The Climate Crisis – a guide for local authorities on planning for climate change.

This introductory level resource provides an overview of UK policy and legislation which can be used to address climate change (both mitigation and adaptation) through plan making and development management processes.

The guide is accompanied by an online case study hub which features practical examples from across the UK and will be regularly updated to reflect current best practice.

This guidance replaces the previous edition published in 2021. The update was made possible thanks to generous support from Flood Re.

Content warning

Following the publication of a Written Ministerial Statement on 13 December 2023, some of the content in this guide relating to energy performance and net zero buildings in England is now out of date (including sections 2.5.1 and 3.4.4).

The TCPA is currently reviewing the implications of this WMS and will provide updated guidance in the coming weeks.
